Traffic Signal Update
January 21, 2026
The Elm Ridge WCID Board of Directors engaged Westwood to conduct a Traffic Signal Analysis of the intersection at First Street and Artesia Boulevard to determine whether a traffic signal was warranted and what share of traffic Artesia adds to the intersection. The analysis found that a signal is warranted and that traffic from Artesia is 20%, with 70% from the Town of Prosper and 10% from Prosper ISD. Elm Ridge Directors previously offered $100,000 to contribute toward the construction of a signal. Now that the traffic split has been resolved, Elm Ridge has amended its offer to $175,000, which is slightly more than 20% of the Town of Prosper's quoted cost. The Town of Prosper is currently reviewing the analysis. We will update our residents on any changes in project status.
