Artesia Water Line Construction

Beginning the week of March 23, 2026, contractors for Elm Ridge WCID will start the initial phases to prepare for and break ground on the long-awaited dedicated water line serving Artesia. This water line is a joint project between Elm Ridge WCID and Upper Trinity Regional Water District. With an estimated cost of $10 million, this project will create a private line for water purchased and treated by Upper Trinity to flow directly to Artesia, connect to a new, larger ground storage tank at the Harper Road pump station, and pump into the water tower located off Teel Parkway. This project will increase pressure in Artesia's homes and ensure a steady flow of capacity for future needs. It is essential for Artesia to have enough capacity and pressure to serve every home in the coming years. Without a dedicated line, capacity and flow regulation will be difficult due to growth along the 1385 corridor and Artesia's position at the very end of the current water line from the Byron Road Tower owned by Mustang SUD.
Homes along the greenbelt behind Gladewater Terrace and Harper Road in Artesia, Ridge Creek Lane in ArrowBrooke, and Blakely Place in Union Park will see construction crews staging the area and building the line. We understand that construction can be a nuisance, and we apologize for any inconvenience caused over the next several months. The project, which involves several stages of work, is expected to be fully completed by early 2027.

Artesia Construction
IN PROGRESS:
Road repairs will be taking place this spring along the northbound lane of the intersection at Artesia Boulevard and White Rock Boulevard and Forest Park Drive. Please use caution in these areas while crews and equipment are present. We thank you for your patience with our progress as we work to improve District streets.
COMPLETED:
- The stone has been repaired on the west wall of the bridge along Artesia Boulevard.

- The new pedestrian crosswalk safety sign has been installed near the bridge along Artesia Boulevard and is fully functional.

ArrowBrooke Construction
Stop bar painting is now complete in ArrowBrooke.
Expansion of the Elm Ridge Park parking lot began in December 2025. Below are photos of the construction progress. We look forward to offering more parking options so all visitors can comfortably enjoy the District park.
Savannah Construction
- Road repairs will be taking place in March along Wenk and Bruni Court in Savannah. Please use caution in these areas while crews and equipment are present. We thank you for your patience with our progress as we work to improve District streets.
- Storm drain cleanout is complete along Cobblestone Court. The buildup of dead leaves and trash has clogged the storm drain system and is now causing water to back up in the street. Please ensure leaves and debris are cleaned up regularly to protect our storm drain system and watershed.

Current Projects
- District-wide road striping and painting updates will occur from January to April, weather permitting. Please use caution as crews will cover multiple locations throughout all three neighborhoods.
- Parking Lot Expansion at Elm Ridge Park is nearing completion
- Annual road repair project (ongoing)
- New Artesia water supply line project (ongoing)
- Artesia Water system expansion & upgrade project (ongoing)
- Inventory and inspection of Backflow systems
- Creating & implementing CCCP (cross connection control program) to comply with TCEQ.
- Creating preliminary list of road repairs for 2026-2027 fiscal year.
